dc.description.abstractNigeria launched the Universal Basic Education programme in 1999 in response to the challenges of national development. This action was informed by three major considerations: the first was the adoption of education by Nigeria as an effective tool for building a peaceful, united and prosperous nation, believing that a literate, informed and skilled citizenry will not only accept government development initiatives, but will facilitate their implementation through active involvement and participation.en_US
