The State Action on Business Enabling Reforms (SABER) Program is a World Bank-funded initiative aimed at supporting Nigerian states to improve their business environments through targeted reforms. The Nigeria Governors’ Forum (NGF) serves as a technical assistance partner, providing advisory support to states based on its understanding of SABER reform requirements, verification protocols, and best practices. This section of the NGF Digital Repository contains public documents, templates, guidance notes, and state-submitted materials generated through the NGF’s support for the program.
