Abstract: | The National Strategic Health Development Plan is the first of its kind in the history of the development of the Nigerian Health Care Delivery System which will serve as the overarching, all encompassing, reference document for actions in health by all stakeholders to ensure transparency, mutual accountability for results in the health sector. It is a developed using a participatory bottom-up approach to ensure ownership by all the three tiers of government. In developing the NSHDP, studies in 10 different thematic areas were commissioned to provide the evidence base for the context of the plan. A framework to guide the development of the SHDPs at the different levels of government (through a participatory consultative process and approved by an emergency NCH in 2009) was developed; a toolkit that will guide the development of the plans was also developed, which served as a log frame and template to ensure uniformity of Federal, State, FCT and LGA plans. Capacity building for States and Federal technical officers to apply the framework to develop their SHDPs was built. |
