Abstract: This step-by-step guide on Public Service Reform (PSR) institutions is one of a series of State Partnership for Accountability, Responsiveness and Capability (SPARC) short guides. the series as a whole is designed to help executives, directors and managers in Nigerian federal and state public services to build and operate services more strategically and more effectively. The guide is not a blueprint but a start point. it is intended to be used in discussions with state policy makers and senior civil servants to raise their awareness of some of the principles that might guide the formulation and implementation of reform plans in the state. it is envisaged that, following such discussions, a team might be appointed to take this guide and convert it into a localised document, made specific to the circumstances and aspirations of the state concerned. In some places specific information needs to be added, for example, where examples of state policies and priorities are required to provide relevant context for reform and change initiatives, and to reflect the circumstances and preferences in the state concerned.
