PREPARING FISCAL STRATEGY PAPER AND ANNUAL BUDGET

Abstract

This toolkit is designed to provide States with a comprehensive and consistent set of tools to support the production of the Fiscal Strategy Paper (FSP) and the Annual Budget. As well as the tools that support the engagement and diagnostic process of reforms, this toolkit contains models and templates to support the following specific outputs of the budget preparation process:  Budget Calendar  Fiscal Strategy Paper (including the underlying forecasts) including Economic and Fiscal Update (EFU) and Budget Policy Statement (BPS) - collectively referred to as the EFU-FSP-BPS  Budget Call Circular  Detailed MDA Budget Submissions (using the NCOA) and Consolidated Budget
