PREPARING A MEDIUM-TERM SECTOR STRATEGY (MTSS)

Abstract

The objective of this toolkit is to provide States with a comprehensive and consistent set of instruments/ tools which will support the preparation of high-quality Medium-Term Sector Strategy (MTSS). The MTSS will in turn be part of the overall effort aimed at increasing fiscal transparency and accountability, which is a key result area under SFTAS. The toolkit contains models and templates to support the following specific outputs of the MTSS preparation process:  MTSS Document; and  MTSS Project Identification and Costing Template. This toolkit should be used in conjunction with the following toolkits:  Preparing State Budget using the NCOA (this is a necessity for the use of the Detailed MDA Budget Submissions (using the NCOA) and Consolidated Budget template);  Preparing FSP and Annual Budget Toolkit; and  Preparing MTEF.
