dc.description.abstractThis toolkit was prepared to support effective delivery of the SFTAS Technical Assistance (TA) on State’s deployment of an Improved cash management and Treasury Single Account that assists to reduce revenue leakages. The toolkit contains guidance notes (briefing and instruction notes), a gap analysis template, manuals and excel-based template models to aid and ease the domestication of required reforms. The key beneficiary MDA for this cash management and TSA toolkit include the Ministry of Finance, in particular the Office of the Accountant General - Treasury Department, the Ministry of Budget and Planning/ State Budget Office and the State Internal Revenue Service. The objective of this toolkit is to assist States with a comprehensive and consistent set of instruments (tools) for developing a cash management strategy and adopting a Treasury Single Account (TSA). These will in turn be part of the overall effort aimed at increasing fiscal transparency and accountability, which is a key result area under SFTAS.en_US
