Bill such as the infrastructure development bill, federal roads authority bill, fiscal responsibility act etc. A bill is proposed legislation under consideration by a legislature. A bill does not become law until it is passed by the legislature and, in most cases, approved by the executive. Once a bill has been enacted into law, it is called an act of the legislature.

National Governors Association (NGA)

The National Governors Association is in partnership with the Nigeria Governor’s Forum. It was Founded in 1908, the National Governors Association is the voice of the US governors and one of the most respected public policy organizations in USA. The association’s members are the governors of the 55 states, territories and commonwealths. Members come to the association from across the political spectrum, but NGA itself is boldly nonpartisan. Because of that, governors can share best practices, speak with an informed voice on national policy and develop innovative solutions that improve citizens’ lives through state government and support the principles of federalism. NGF Academy & Leadership Center

The NGF Academy & Leadership Center is the flagship capacity-building and governance excellence hub of the Nigeria Governors’ Forum (NGF). Conceived as both a think-tank and a global interface for leadership and innovation, the Academy is dedicated to advancing governance excellence, institutional performance, and transformative leadership across Nigeria’s 36 States.

Anchored in the NGF Strategic Plan, it serves as the engine room for peer learning, applied research, executive education, and reform support at the subnational level. By curating cutting-edge curricula, innovation labs, and global partnerships, the Academy strengthens fiscal discipline, good governance, digital transformation, climate resilience, human capital development, and inclusive service delivery.

As the knowledge broker of the Forum, the Academy provides Governors, Senior officials, and State institutions with the tools, skills, and evidence-driven insights needed to govern effectively in a rapidly changing world. It connects Nigerian states with leading global institutions, federations, and development partners, positioning subnationals as drivers of national growth, sustainable development, and resilient governance.

NGF Agric Department

In line with the strategic agenda to promote and increase investments into the agriculture sector especially at the sub-national level, the Nigeria Governors’ Forum (NGF) has revamped its agricultural unit to drive this strategy in close collaboration with state governments, development partners, Federal Government and other critical stakeholders. The NGF has designed an ‘Agriculture Development Strategy which aims to support the development of a vibrant and diversified agricultural economy at the sub-national level, which will collectively act as a powerful engine of growth and economic diversification in the states. NGF Digital Technology, Innovation and Entrepreneurship

The Digital Tech, Innovation and Entrepreneurship Unit is a dedicated knowledge space within the NGF Digital Repository that brings together resources on digital transformation, innovation, and entrepreneurship across Nigeria’s states. NGF Gender Desk Knowledge Hub | Women's Economic Empowerment

The NGF Gender Desk Repository is a dedicated knowledge hub that supports evidence-based gender programming and policy engagement at the subnational level.

It serves as a central platform for curating, managing, and sharing key documents, tools, and resources related to gender equality, women’s empowerment, and inclusive governance across Nigeria's states.

This repository also plays a vital role in the implementation of the grant project “Strengthening Women Economic Empowerment at the Subnational Level,” funded by the Bill & Melinda Gates Foundation.

Through this project, the Nigeria Governors’ Forum aims to promote coordinated action and improved outcomes for women’s economic empowerment by leveraging data, showcasing best practices, and supporting policy innovation across state governments.

NGF Health Department

The health team of the NGFS aligns itself with the vision and mission of the NGF. It collaborates with MDAs, development partners and other stakeholders in health to encourage the commitment of the state governors and other top state health officials to health policies using evidence-based data for engagement and advocacy. Through advocacy, peer learning activities and provision of technical assistance, the team ensures local commitment and ownership of health and development projects by the Governors and top health officials in the 36 states of the country. The team serves as an interface between stakeholders in health and the state government to promote policy implementation at the sub-national level. Priority Agenda are; Universal Health Coverage, Primary Health Care strengthening, Health financing and financial protection, Sustainable drug supply chain scheme, Routine Immunization – Polio Eradication Initiative , Nutrition.

NGF HelpDesk

The Nigeria Governors' Forum HelpDesk is a technical support programme instituted to support States in improving their development performance, by providing demand-based advice and technical support in key areas of governance, through knowledge transfer, peer learning and direct technical assistance. NGF IGR Dashboard Resource Tools and Internally Generated Revenue (IGR) Materials

The IGR Dashboard was launched by the Nigeria Governors’ Forum on February 15, 2017, as one of its flagship programmes to support State governments raise domestic revenues. The platform is designed to assess the tax/revenue environment of States, track the impact of tax reforms, and facilitate the sharing of commendable practices through peer learning and technical assistance. NGF Induction

This community features publications and resources from the Nigeria Governors’ Forum (NGF) Induction Programme — a strategic initiative designed to support newly elected and returning Governors in navigating the transition into office. The programme provides a platform for peer learning, policy orientation, and engagement with critical stakeholders, aimed at strengthening governance, leadership effectiveness, and continuity across Nigeria’s subnational governments.

NGF Legal Department

The Nigeria Governors’ Forum (NGF) Legal Unit is one of the Units in the NGF that function in unison to make the NGF work. The Legal Unit is directly under the Director General (DG) and handles all the legal roles, including legal advisory and support at the Nigeria Governors’ Forum (NGF). It is a unit that is strategically positioned within the organization and one that works with all the Units and Departments in the NGF. The publications in this community is confidential and is not open to the general public. Only those granted permission by the NGF legal department can have access to the documents in this community.

NGF Library

The Nigeria Governors’ Forum Special Library is a custodian of knowledge-base resources of the NGF, State Governments, MDAs, and Development Partners. Located in a world class serene environment; the Nigeria Governors’ Forum (NGF) Special Library is an information hub that collect, stores, preserve, and disseminate knowledge resources in print and digital formats for the library patrons seeking information and knowledge on the core thematic areas of the Nigeria Governors’ Forum. The primary mission of the NGF library is to let staff, stakeholders and researchers have access to information and knowledge through physical books and electronic formats held in the library. NGF Media Department

The NGF media department is responsible for media relations and public relations including writing and maintaining a media kit between the organisation and the media houses. Also, public speaking, preparations of executives to speak at events e.g. news conferences, and above all showing up the governors' images and that of the Secretariat by enhancing and showcasing activities of all the various departments from the Director General 's office down to all other departments in the Secretariat.

NGF Power Desk Knowledge Resource Hub

The Power Desk of the Nigeria Governors’ Forum (NGF) was established to support States in implementing the Electricity Act 2023, which decentralizes electricity governance and empowers sub-nationals to establish their own electricity markets. In collaboration with partners such as UKNIAF, DT Global, and the African Development Bank, the Desk has coordinated sensitization workshops, state preparedness surveys, and developed toolkits, policy templates, and regulatory frameworks to guide States in navigating the transition to a decentralized electricity sector. It also facilitated the creation of the Forum of Commissioners of Power to foster peer learning and collaboration across States.

NGF SABER Technical Assistance Project

The State Action on Business Enabling Reforms (SABER) Program is a World Bank-funded initiative aimed at supporting Nigerian states to improve their business environments through targeted reforms.

The Nigeria Governors’ Forum (NGF) serves as a technical assistance partner, providing advisory support to states based on its understanding of SABER reform requirements, verification protocols, and best practices.

This section of the NGF Digital Repository contains public documents, templates, guidance notes, and state-submitted materials generated through the NGF’s support for the program. Resources will be updated as states progress with implementation.

NGF SFTAS Technical Assistance Project

The SFTAS programme is a World Bank funded Programme for Results (PforR) designed to reward States with performance-based grants to support technical assistance to States on the programme.

The development objective of the States Fiscal Transparency, Accountability, and Sustainability - Program-for-Results (PforR) Project for Nigeria is to strengthen the fiscal transparency, accountability, and sustainability in the participating states.

The publications in this community are toolkits and other relevant documents relating to the SFTAS project, some of these documents are confidential and have restricted access, while others are open to all for access. The Stakeholder Relationship Desk of the Nigeria Governors Forum (NGF) has a specific focus on Sustainable Development Goals (SDGs), Climate Change, Public-Private Partnerships (PPPs), and Trade & Investment. It serves as a policy resource and opportunities catalyst between the community of practice (CoP) at the subnational governments and private sector entities, development organizations, and other stakeholders to foster strategic partnerships that drive development objectives.
